In a bold move to address the rising burden of chronic non-communicable diseases (NCDs) in Ghana, President John Dramani Mahama has launched the Ghana Medical Trust Fund, widely known as MahamaCares. This 2025 initiative is designed to provide financial relief and medical support to citizens suffering from debilitating health conditions such as cancer, kidney failure, heart diseases, diabetes, hypertension, and sickle cell disease.
Why MahamaCares Matters
Chronic illnesses now account for over 42% of deaths in Ghana, with cardiovascular diseases and cancers leading the toll. Unfortunately, access to quality treatment remains limited for many due to crippling out-of-pocket expenses. MahamaCares was developed to bridge this gap—ensuring that no Ghanaian is denied critical care due to financial constraints.
Strategic Oversight and Expert Governance
To ensure credibility and long-term impact, President Mahama inaugurated a nine-member technical task force chaired by Rev. Prof. Emeritus Seth Aryeetey. This team includes specialists in healthcare policy, law, and finance, and is responsible for:
Designing a sustainable funding model
Creating a clear eligibility and disbursement structure
Reviewing Ghana’s healthcare systems and recommending infrastructure improvements
Their goal is to develop a comprehensive legal and policy framework that guides the fund’s structure and delivery.
Funding and Sustainability Goals
The Mahama administration has committed to seed financing for the initiative in 2025. To make the fund sustainable, the team is actively seeking contributions from private sector partners, international donors, and philanthropic organizations. By positioning MahamaCares as a national healthcare safety net, the government aims to attract both charitable donations and long-term investments into public health.
Complementing the NHIS: Filling a Critical Gap
Although Ghana’s National Health Insurance Scheme (NHIS) covers many basic healthcare services, it does not fully address the complex and costly nature of chronic disease treatment. MahamaCares is designed to work in tandem with NHIS, providing targeted support for those requiring ongoing and specialized medical care. This dual approach ensures a more inclusive, equitable, and responsive health system.
